Background Information & Strategic Updates

On Saturday, April 9th, church & community leaders gathered at the New Life Christian Center in Milwaukie (meaning "a great council place") to launch the Greater Portland - Operation Rolling Thunder with Tim Taylor of Watchman Ministries (Listen to his presentation: What is Operation Rolling Thunder & the Strategic Councils for the Transformation Task Force?) & Paul Mackie, Pastor of the City of Refuge Community (Listen to his presentation: The Vision of what King Jesus is actually inviting us to do). Here is the outline of what Paul presentated:

Isa 40:27-31 states “Why do you say… ‘My way (my situation) is hidden from the Lord and my just claim is passed over (overlooked) by my God?’ Have you not known? Have you not heard? The everlasting God, the Lord and Creator of the ends of the earth neither faints nor is weary. His understanding is unsearchable. He gives power to the weak and to those who have no might He increases strength. Even the youths shall faint and be weary and the young men shall utterly fall, but those who wait (keep a fervent hope) on the Lord will renew their strength; They will mount up with wings like eagles, they will run and not be weary, they will walk and not faint.”

It “feels like” it’s been a long season of ministry, seminars, conferences and prayer meetings with seemingly a small return on our investment with less than discernable changes in the Church and City. Physical evidence would suggest that we’re making less than a measureable impact on our Culture to date… but all that changes here and now.

We all sense it and have been hearing it on the prophetic air-waves for about a year that change is eminent! The season of fervent hope is about to shift to a season of fervent celebration that will translate into a season of fervent fruitfulness!

Luke 17:20-21 says, “Now when He was asked by the Pharisees when the kingdom of God would come, He answered them and said, "The kingdom of God does not come with observation; nor will they say, 'See here!' or 'See there!' For indeed the kingdom of God is within you."

While we may not have discerned any physical signs of God’s kingdom in our City yet… the Holy Spirit has indeed been busy making preparations for the last 10 years. We would like to suggest that what God has been building is a “Kingdom People” not a “Kingdom Place.”

The kingdom is established when King Jesus is reigning in People… not a ministry, conference or City! Then, when those people take their places as influencers within that society, culture or City… that’s when the kingdom of God will be discernibly visible and influential within that society, culture or City.

Our society, culture and cities are not living in God-less moral ruin because of the “Enemies” presence… they are living in God-less moral ruin because of the absence of “Kingdom-minded People!”

We need a remnant of God’s people who are convinced of the reality of God’s Kingdom and living in joyful agreement with King Jesus for a manifestation of His kingdom on earth as it is in heaven!

What we have right-here / right-now is Gideon’s Army… out-numbered, out-resourced &, out-flanked! PERFECT! Time for God to miraculously intervene with the hosts of heaven who have been commissioned by our King to ensure our Victory!

Q: How many Angels do we need to take a City?
A: We want to suggest One possibly two should be sufficient if we:
 Take the right posture & position here in our City
 Follow the instructions & leadership of our King
 Participate in the timing & execution of our Plan

Position & Posture:
 Gideon: They were to take position standing on the hills & high-places around the enemy
 ORT: Our highest position is in the throne-room of Heaven standing in honor of our King
 Important: This strategy is about Throne-room Influence not Street Confrontation

Instructions & Leadership:
 Gideon: They were to blow their trumpets and break their pitchers at Gideon’s command
 ORT: Every participating group is to start 24/7 Praise, Prayer & Worship and let your prophetic declarations be heard on the high places of Worship in the courts of Heaven
 Important: This strategy is about Prayer of Agreement w/ the King not Disagreement with the Enemy

Timing & Execution:
 Gideon: They were to wait for Gideon’s command, execute their instructions and stand their ground
 ORT: We are to wait for May 5th – National Day of Prayer then execute our 24/7 Praise, Prayer & Worship plan until June 12th – Global Day of Prayer
 Important: This campaign goes from May 5 to June 12 – 39 days of Agreement w/ Heaven

Our Weapons:
 Praise and Worship: Each group / ministry can choose their own expressions of Worship – It’s a spiritual posture not activity or performance
 Prophetic Declaration: Speak what you want to see accomplished as if it’s accomplished –We’ve been pre-approved to dream out-loud by faith and then give thanks for it
 Celebration: Whenever the whole ministry is together, give more priority and time to Worship during the 39 days – Work the strategy w/ a whole heart and the strategy will work for us
 Intercession / Prayer: The is an “agreement strategy” where we win by agreeing with what our King wants to see happen and then professing that by using the Prophetic Declaration Guide for the 7 Sphere’s of Society

The Future:
After June 12th we believe that we will see a supernatural, measurable, visible & tangible shift in the atmosphere, in the churches, in the businesses and on the streets of Portland – Vancouver and the surrounding regions.

Point: The same level of agreement with Heaven we employed to gain this victorious shift is the same level of agreement required to maintain victorious shift. Imagine a city-wide coalition of Kingdom-minded people celebrating the King’s victory for 24/7/365. Sounds like heaven on earth to me!

Our Prophetic Declaration Guide for the 7 Sphere’s of Society:
This will be our Intercession / Prophetic / Worship Guide for the 39 days of Agreement. It will have all the prayer, praise and prophetic targets from the 7 sphere’s:
 Church / Religion
 Government
 Arts / Media / Entertainment
 Family
 Healthcare
 Business
 Education

This Prophetic Guide will become a living document that will be updated monthly / quarterly with fresh prophetic targets in all 7 Sphere’s. This is how we will maintain a high level of Kingdom influence in all sectors of society in our Portland – Vancouver region.

We want to suggest that while the Church was designed to administer the Kingdom, the world is really the best place to demonstrate the Kingdom. They are the ones King Jesus wants to introduce to His amazing Father and bless through His amazing kingdom… US! Remember, the kingdom is not a place it is a people living in joyful agreement with the King!

Lastly, let's put the whole Joyful Agreement Strategy with our King into one sentence: The world needs a supernatural revelation and demonstration of God’s Kingdom through us before they are going to embrace His kingdom with us. Submitted by Paul Mackie, Pastor of the City of Refuge Community

Comment by SON on May 28, 2011 at 11:13pm: Thank you Paul for mentioning the teen suicides in Vancouver. We met some people this evening that had more information on this. A young lady involved with Young Life said that 2 of these were kids involved with the Young Life Program and this has rocked their world pretty hard.
Someone else in the group stated that their had been 5 teen suicides over the last few months. The direction for prayer was on target.

Thank you so much for believing in what God desires to do through ORT for PDX. Let's start with an encouragement from Bill Johnson and a couple of comments from our CRC Prayer Team leaders:

"We become significant because we do what He says----simply, pure simple obedience. No one on earth may even know your name, but Heaven records your victories and many victories by people who aren't recognized on earth....their victories are greater than those who are applauded by men. Heaven has a different way of looking at stuff." Bill Johnson in his message "The Battle Over Significance".

On Sunday, Bruce and I heard some good and exciting reports from you concerning your prayer experiences. Wonderful! Did you see the article in the Oregonian on Monday entitled 'Remarkable' Drop in Crime reported? The article was about Washington state and said they had "no good explanation for the good news". Washington state is ahead of us by several years in the ORT 24/7 prayer strategy in several cities. But we will have a good city to measure our prayer focus by: violent crime and property crime were both up in Vancouver. Violent crime was down somewhat in Portland, but property crime was up for 2010. (Bruce & Donalyn w/ CRC)

Additionally in Clark County, 3 High School Students have committed suicide within this past week or so. Many Schools have had gatherings to talk about it, so let's gather in the King's Throne Room and talk with Papa about it. This is an illegal loss of life on our watch and heaven's angelic hosts are awaiting deployment on this issue. So, Father we agree with Life and Health for our teenagers and families, We agree with you to expand the kingdom of God in Clark County to reinforce life, peace and wisdom for everyone and evey family there! We agree for the spirit of death to be banished and spirit of life to displace everthing that is not life-giving in the name of our King, Jesus! (Paul Mackie - ORT)

We have been given authority and a great example to conduct this buisness: Num 16:46-49, "So Moses said to Aaron, 'Take a censer and put fire in it from the altar, put incense on it, and take it quickly to the congregation and make atonement for them... ' Then Aaron took it as Moses commanded, and ran into the midst of the assembly... So he put in the incense and made atonement for the people. And he stood between the dead and the living; so the plague was stopped." NKJV
So, we have our work cut out for us as we stand in agreement with our Clark County partners as part of our "region" although it is located in Washington State.

I also wanted to encourage us that our agreement with heaven's heart and agenda is more powerful than our disagreement with hell's heart and agenda. Our King just wants to know if we will do what we said... so He will do what He said!

Hello Prayer Partners,

I want to thank everyone for staying the course, taking your prayer date seriously and pursuing the heart of our King...it is making a difference!!! I am getting the following reports:

Oregon - Unemployment dropped below double didgets to 9% for the first time since early 2008 (Channel 8 Local News report on 5/17)
Justin Dorroh / The Door and Paul Mackie / CRC have both witnessed increased levels of spiritual activity since ORT Launch on May 5th. People, situations, decisions being shaken, stirred and expedited toward growth and increase
CRC - A significant individual in our church has confirmed employment on 5/17 after a year+ waiting for the right kingdom opportunity and it came through
CRC - A great lady who was recently diagnosed with stage 4 lung cancer and in the first phases of chemo-therapy experienced little or no post-therapy sickness and is on little to no pain meds. She testified it's directly linked to God's presence and the prayer of the saints

I know there are more testimonies out there because God is definately moving and things are definately shaking. I urge to post your testimonies and activities for the encouragement of us all.

I was also encouraged by our prayer partner, Jim Powell / NW Tree of Life Min. who was so moved about the Business Sphere having no prayer points, that he challeneged himself to hear from God and sent me what he heard... which are posted below. A big THANK YOU JIIM for your initiative and creativity! Please print these off and include them into your Prayer Guides.

The marketplace can be a battlefield about resource for Kingdom funding both from within and without. The spirit of Mammon draws people into selfish consumption and unwise business decisions based on greed, control and manipulation. Pray for the renunciation of this spirit in all aspects of business practice as a community and the freeing of the heart and spirit of generosity to be released for the benefit of the community.
Pray for the release of great faith to accomplish the great callings that are on those whom Father has put on this mountain. The need for a 100% conviction that God is "big enough" to provide the resources necessary to thrive in this critical arena is essential. Oftentimes, the lack of capital is a crucible for spiritual growth.
Pray also for the expansion of the vision of what this sphere can accomplish.
Pray for a "transformational" mindset that puts the changing of our culture as a high priority by-product of business networking and customer service. Example and presence make huge statements in a culture that uses every device to take from others without rendering a quality product or service.
Pray for an increase of discernment for those who are venture capitalists. Being in the right place at the right time is a key ingredient to making profit. And doing what is in Father's heart requires deep spiritual and financial wisdom and understanding.

Please let me remind every one that by increasing our time and attention on our King... we receive increased time and influence here on Earth. Let's continue to agree that our presence in Portland / Vancouver / Region is a divine appointment for this season and time. We are here to attract the blessing of God upon a region not just upon ourselves!

Bless you all, may God increase you in every imaginable way so that everyone around you may be blessed as well.

wasn't an appointed day for our group. Holy Spirit was working strongly on family reconciliation in all types of relationships. Those dealings started well before everybody arrived. Perhaps this is happening on a larger scale? No question, the spiritual environment has heated up since May 5th. Jim Powell

Hello faithful ones! Faithfulness in God's eyes is extremely valuable and He is blessed by yours!

Just a quick review of events and progress:

Thursday: We launched National Day of Prayer and I trust you and yours found places to celebrate that opportunity on last Thursday. We at CRC here in PDX, went over to our future inheritance at Delta Park and prayed / prophesied as a church over all the targets provided as well as dream property & buildings.
Friday: We co-labored with Father's House to launch the Canby Grove Prayer Center, leadership and vision. It was great start to what will be an awesome resource in our spiritual region. Later that evening, those who were there Proclaimed, Celebrated and Blessed our region as we launched ORT- 24/7 prayer for 39 days. There were worship teams and leaders actively leading for a that 24hr period culminating at Destiny feloowship the following day at 6pm.
Saturday: We were unable to attend that concluding worship & prayer time but knowing Pastor Joel and the Destiny Crew, it was led well.
Since Sunday, we have been taking our 24 hr time frames and standing in gap for our region. We have not heard from anyone so we am going to assume by faith it is going well, the times are being covered and the prayer bowls are being filled to over-flowing for the 7 Sphere's in our region.

May I encourage you that God has given us much grace in the season and application of the ORT Strategy. A couple of brief encouragements from our Father:

"I am looking at your hearts not your performance" - He has chosen to honor the work of our hearts more than the work of our hands although both are honorable (2Sam 16:7)
"You are intercessors by identity - those who are in the gap by position - not by how much you pray" - He has chosen to honor our position as equally valuable as our processes (Ezek 22:30, 2Chron 16:9)
"I grant you the privilege to influence Me in My court-room and I will influence the changes you bring to my attention" - Our influence is better applied in heaven first... then on the earth as the Holy Spirit leads (Ps 100:4-5)

Remember, you are free to enter this dialog and keep it live with requests, reports and break-throughs. Let us know what God is doing in your camp.

One request to add: An awesome lady named Jennifer at CRC has just been diagnosed the stage 4 cancer - she is getting great care but we are standing and declaring a complete healing as she wants to finsh well by raising her family to adulthood. We agree and invite you to stand with us for Jennifer.
One praise to give: The son of our CRC leader-couple in Indianapolis was diagnosed with cancer a some weeks back, just went through surgery and then some tests and has recovered so supernaturally, they don't need any chemotherapy or after-care and sent him home Monday to his family.

OK Team... let's agree for a greater revelation of God's Kingdom in our region this week than we had last week! Yeah God!

Hi everyone. I commit to not over-loading your e-mails w/ every little detail but once a week I desire to provide a kingdom encouragement for the ORT-PDX prayer advance. The following is our/your encourgement for this week as we head into NDP and a very busy week-end.

Ps 122:1-8, 1 I was glad when they said to me,"Let us go into the house of the Lord." 2 Our feet have been standing within your gates, O Jerusalem! 3 Jerusalem is built as a city that is compact together, 4 where the tribes go up, the tribes of the Lord, to the Testimony of Israel, to give thanks to the name of the Lord. 5 For thrones are set there for judgment, the thrones of the house of David. 6 Pray for the peace of Jerusalem: "May they prosper who love you. 7 Peace be within your walls, prosperity within your palaces." 8 For the sake of my brethren and companions, I will now say, "Peace be within you." 9 Because of the house of the Lord our God, I will seek your good.

Just a few bullet notes of encouragement that I will expand on friday night at Canby Grove/ORT vision cast session & worship at 10pm, The Holy Spirit spoke this morning:

vs 1 - house of the Lord > The corporate church in Portland
vs 2 - within your gates > From heavens perspective, the gatekeepers are not the ones recoginized by men but the ones recognized in the courts of heaven as representing our Cities
vs 4 - where the tribes go up > ORT tribes welcomed to enter heavens courts and give thanks for Portland before God
vs 5 - thrones are set > Places where decisions are made based on the issues brought
vs 6 - pray for > Our commision, our passion and our privilege
vs 7 - peace within your walls > Our declaration and our blessing
vs 9 - I will seek your good > Our position as well as our dis-position

My bottom line encouragement to YOU: We are the ones who have answered this call and the invitation to pray. So, we are also the ones who can influence the King's heart to release the kingdom of heaven to invade and displace the kingdom of darkness in Portland. We are armed with proclamation, celebration and blessing. Our ability to prophesy blessing over PDX-VANC is all the agreement our King needs to relase an invasion force of the likes we have never seen... but are about to witness! Please avoid coming into agreeement with anything that hints of coming doom or judgement as this is not our directive or assignment. The Holy Spirit is leading a victory celebration in light of what He is about to accomplish...not a dirge.
